Compliance & Governance
Praesidium Defence OÜ is committed to the responsible development, integration, and delivery of autonomous defence systems in accordance with applicable laws, regulations, and allied defence frameworks.
Our approach to autonomy is grounded in sovereign control, human oversight, and operational accountability. We design systems to support defence organisations while ensuring compliance with national, European Union, and allied governance expectations.
Sovereign Control & Configuration
All Praesidium systems are designed to operate under sovereign configuration and control. Defence customers retain authority over system configuration, deployment parameters, autonomy modes, and operational constraints.
Our platforms are architected to avoid dependency on opaque third-party autonomy components and to support long-term national sustainment, modification, and integration within sovereign defence ecosystems.
Human Oversight & Operational Control
Praesidium systems are designed to support human decision-making, not replace it.
Autonomous functions operate within defined rules, constraints, and mission intent established by the operator or commanding authority. Where applicable, systems are designed to function under human supervision, with configurable levels of autonomy appropriate to the mission, environment, and regulatory context.
The preservation of human authority, accountability, and judgement is a foundational principle of our autonomy architecture.
Responsible Autonomy & Assurance
Praesidium adopts a doctrine-informed and intent-preserving approach to autonomy, prioritising predictability, interpretability, and operational assurance. Our systems are designed to behave in consistent and expected ways under conditions of uncertainty or degradation, to provide transparent reasoning suitable for evaluation and review, and to support assurance activities, testing, and controlled operational evaluation. This approach aligns with allied expectations for trustworthy and governable autonomous systems.
Export Control & Regulatory Awareness
Praesidium Defence operates with awareness of applicable export control regimes, including Estonian, European Union, and allied regulatory frameworks governing defence and dual-use technologies.
All engagements, transfers, and integrations are conducted subject to relevant export authorisations, end-user assurances, and compliance requirements. Praesidium works with customers and partners to ensure systems are deployed and used in accordance with applicable laws and international obligations.
Ethical Use & Lawful Employment
Praesidium systems are intended for lawful defence, security, and protection missions conducted by authorised government and defence organisations.
We do not design systems for unlawful use, indiscriminate application, or unsupervised lethal decision-making. System capabilities, autonomy modes, and operational parameters are designed to support compliance with the laws of armed conflict, rules of engagement, and national policy frameworks.
Governance & Accountability
Praesidium maintains internal governance processes covering system design, testing, evaluation, and partner engagement. These processes are intended to support accountability, traceability, and responsible capability delivery across the system lifecycle.
Where appropriate, advisory input from defence, operational, and industry experts informs system development and evaluation.
Commitment to Allied Standards
Praesidium Defence aligns its development practices with the expectations of NATO and allied defence communities, including principles of interoperability, controllability, and operational assurance.
Our goal is to provide sovereign defence autonomy that partners can trust, integrate, and govern over the long term.
