Company Overview

Praesidium Defence OÜ is an Estonia-registered defence company established to support disciplined, evaluation-led exploration of emerging autonomy concepts relevant to modern ground operations.

Praesidium Defence supports the evaluation of the PERSEUS autonomy architecture, comprising a perception module and a behavioural logic layer, which is currently under development and not a deployable system.

The company exists to enable structured technical assessment and learning under Ministry of Defence oversight, rather than to promote or deliver finished capabilities.

Praesidium Defence operates as the Estonian anchor entity for the evaluation of Baseer, an autonomy architecture currently under development.

Purpose and Positioning

Praesidium Defence was established in recognition of the growing gap between rapid advances in autonomy research and the need for careful, SOP-informed evaluation by defence institutions.

The company’s purpose is to help defence stakeholders reduce uncertainty by providing a controlled, technically grounded pathway to assess early-stage autonomy architectures before any consideration of procurement or deployment.

Praesidium Defence does not seek to accelerate adoption or advocate outcomes. Its role is limited to enabling informed evaluation and responsible decision-making.

Estonia-First Engagement

Estonia is the first deliberate evaluation partner for Praesidium Defence activities.

All initial evaluation activity is anchored in Estonia and informed by national terrain characteristics, operating context, and recognised NATO defence experimentation practices.

Praesidium Defence engages with Estonia as a sovereign co-definer of evaluation scope, not as a customer or test site.

 

Mode of Operation

Praesidium Defence operates in coordination with Ministry of Defence stakeholders when evaluation activity is approved and underway.

The company supports technical integration, evaluation setup, and structured experimentation within a defined scope and under defined oversight. It does not conduct independent trials, field deployments, or unsupervised testing.

Physical presence in Estonia is triggered only by funded and approved evaluation activity.

Relationship to Capability and Procurement

Praesidium Defence is not a procurement entity and does not offer products or systems for acquisition.

Engagement with Praesidium Defence does not imply endorsement, preference, or future acquisition intent. Any consideration of follow-on activity would require separate, independent decisions initiated by the Ministry of Defence.

The company’s activities are intentionally bounded to evaluation and learning.

Praesidium Defence conducts its activities in accordance with Estonian law, applicable European Union regulations, and recognised NATO norms for defence experimentation and innovation.
